Dr. Carr's work extends beyond academia and public office into hands-on civic education and community engagement. He is a published scholar and co-author of American Public Policy: An Introduction, a widely used textbook that explains how government addresses public issues. After retiring from full-time teaching and relocating to Farmington Hills, he shifted his focus to local civic education, launching the podcast Seeing Clearly with TR Carr to explain how local government works and to interview candidates and public officials. He has remained active in public service through local boards and civic involvement, reflecting a long-standing commitment to helping communities understand governance and participate more effectively in democratic life.
